Lately I've seen a surge in NEW members (zero feedback), who end up non-paying.
I'd love to help newbies, but when I go through th effort of checking the
inventory, packing the set, and buying shipping, then the would be buyer cancels
.. that is really annoying.

Yes, I could wait for payment before buying the shipping label, but all of that
takes time.

Should we just ignore all new buyers with zero feedback?

I'd hate to tarnish their reputation and give a negative feedback, but at
the same time, I expect some 'courtesy/commitment' in return.

I don’t do anything until the buyer has paid, fortunately non-paying buyers have
been scarce for me.

I wouldn't pack and buy postage for any order before it was paid.

Be sure to send new buyers a polite reminder outside the BrickLink system. They
don't always understand how to pay.

Try to set up Instant Checkout for as much of your inventory that is feasible.

The US Postal Service bases all rates on location and distance. BrickLink does
not support locations within countries in the Instant Checkout system. Therefore,
I have to charge the same amount to ship a package to my own town or to California
even though the rates are not the same.

For lower-weight packages, the difference can be about $.40 ... no big deal.
But, that increases quickly with heavier items and the differences can be up
to $4.00 or more.

Sellers who want to charge exact shipping cannot use the IC system.

Highly recommend you set the require instant checkout for all new buyers on
your store. It is under Management and called "seller protection". As
others have mentioned - NEVER buy postage until the order is paid for.

Wait... Say what now? You can force 0 feedback buyers to use IC? I haven't
had a problem with NPB but do seem to attract new users. Occasionally have someone
buy a set that isn't set up for IC but haven't had a problem with people
not paying, just not leaving feedback as usual.

If you want negative feedback then sure.

Honestly there's no reason to pick an order or pack it until the buyer pays,
much less buy a shipping label.

I wish more stores had Quote Request. A lot of new buyers don’t understand that
the invoice is a commitment to purchase.

There is always good with the bad. However, I know the bad can be super frustrating,
especially when we follow the rules and try to provide a good experience. We
put so much effort into what we do!

I'm so glad that I was not ignored when I was a new buyer with no feedback!
I now have a flourishing store and am enjoying many deliveries of very exciting
lego sets.

At least based on this, you don't know how BL works and this is the first
thing to do: read through forum threads (past buyer's problems), help page
and learn how things work.
A buyer CANNOT cancel an order. They don't have this power.
When a buyer submit a cancellation request, I simply reject it and wait a few
days until I can submit an NPB against buyer.
If the buyer politely messages me, I explain that an order is a binding contract
and if he is not sure, he should not submit an order but he can submit a quote
request. And I ask him to leave a positive feedback (to make him do an extra
work and make sure he won't leave a non-positive feedback after I cancel.
This happens sometimes) and write "please do not submit an order in any store
if you are no sure...".

If you complete an NPB against those buyers, they won't do that with other
sellers or they will be permanently banned after 3 strikes. So you give a service
to the community by filing an NPB.
Many stores like mine file NPB against non-paying buyer, instead of just cancelling,
otherwise you would have had many more non-paying buyers.

Add shipping costs to the best of your knowledge and then after he pays, you
do packing, shipping,...
Sometimes your quote will be $1 more expensive, and sometimes $1 cheaper. I wouldn't
worry about that.

If you just cancel, buyer can leave you a neutral/negative feedback and you simply
ruin your own reputation if you don't file an NPB. But if you do file an
NPB AND complete it, then buyer cannot leave a bad feedback and then, it is better
to leave a negative feedback. If in the future, a buyer send me a message, apologizes
and requests me to remove the negative fb I left for him, I would do that for
sure (for that I need to contact the help desk).

Unfortunately, the help page (https://www.bricklink.com/help.asp?helpID=79 )
and the ToS (section 7.1) still (wrongly) say so.

The ToS says it twice, once for “no longer wants the item” and once for “found
items cheaper.”
Note that they added a provision for the “no longer” but not for “cheaper.” 
Under EU law, that’s wrong: buyer can cancel for any / no reason.

Here’s the exact text in the ToS: “After an order is submitted, the Buyer enters
into a legally binding contract with the Seller to purchase all items in that
order, subject to the Buyer’s rights under applicable law.”

Apparently, TLG’s legal team think it’s okay.  I think not¹… but then IANAL,
may be a cat….

¹ Contract laws (should be worldwide) say a (bilateral) contract is concluded
when all the parties agree on terms and the terms aren’t changed.
That means that, if the buyer says “I agree to buy this for $100” and the seller
answers “I agree to sell it for $200”, it isn’t a contract because the seller
changed the terms in their acceptance.  It’s only a contract when the buyer agrees
to the new/final terms.
That’s exactly what happens with BL orders “with invoice”: the seller defines
the terms when they send the invoice, the buyer hasn’t accepted these terms when
they clicked “check out,” so it’s not a contract until the buyer accepts the
invoice, by paying.
I think you could argue that the store’s terms are included in the contract,
so, when the fees and shipping are correctly defined there, the buyer’s “checking
out” would be akin to “I agree to buy this for $100 plus the fees and shipping
costs described in the terms.”  Emphasis on ‘correctly.’

I start when i have the money, before i do nothing with newbies.
