all it needs is a door into it!
I think BL posted a little list about 2015 parts on Facebook not too long ago,
even I thought it was interesting even though I'm only selling. Would love
to see the full list! 
(It would be a nice bonus if peripheral items could optionally be filtered out,
such as weird useless parts with 1 appearance or stickered/decorated items as
they tend to make up the bulk of what's new. But not strictly necessary.)

You mean something more detailed than the current Year search in the advanced
search function? That will currently allow you to browse parts by the year Bricklink
says they first appeared in a set (with the usual caveat on the reliability of
that information).

Does the Brickset database year filter apply to New elements, or just elements
that were released in sets in that year?

Not likely in 2013 the a type was still issued, Lordskylard already changed from regular to alternate, untill proof of contrary (presence of a type in this set), the 'a' version must be removed IMO.

I fail to see what part of my argument is invalid.
Some people don't want to see a part called "3003old" in a new inventory.
Other people don't want all the 2 x 2's in old inventories to be called
"6223" or "3003a".
Think of the practical side of things. By using the 3003 entry in new sets, no
one is going to get the wrong variant of part and the 3003old entry isn't
going to have the dates 1954-2015. Using 3003 for newer inventories is not incorrect
- in fact the entry has an alternate number 6223, which is only found on the
trans-colored bricks.
