found that it is always about communication.

I do not run into not having all parts ordered often but EVERY time I have messaged
the buyer Before shipping an incomplete/partial order they have replied to let
me know how they would like to proceed with the order issue.
I do not see why a buyer is expected to or should have to add a note stating
why they placed the order. Isn't it as simple as they wanted to order the
parts in the order?

Same, I message the buyer (usually the night before I ship as I pull orders the
night before) and then unless I’m contacted saying it’s an issue I ship it out
normally the next day (or sometimes even in several hours) and I havnt had an
angry customers message me wondering why I didn’t delay shipping their package
for a week waiting for a response since a .15 part on a $30 was missing so I
think most customers don’t care about being contacted. If it’s an obviously important
part I’ll delay it but 99% of the time it isnt

Slight correction.
I meant most customers don’t care about responding if contacted that a small
part is missing. Based on the very low response rate it seems most take it as
kinda an “announcement” that they hear but nothing else.
