It is actually a little more common recently, I have quietly had the same thought
during 3 builds during the last 12 months. For some reason lego use to put these
parts in a plastic bag "unnumbered". But sometimes just thrown in.
What I do suspect is it is a little more prevalent than we are discussing. Because
I only build maybe 6 sets a year with my son, they are always larger sets like
DND etc. But for me to see it as much as I have with only a small sample to work
from is a little alarming.
