* Change {18 to 17} Part Trans-Orange 85861 Plate, Round 1 x 1 with Open Stud
* Change {1 to 2} Part Trans-Orange 85861 Plate, Round 1 x 1 with Open Stud (Extra)
Comments from Submitter:
Inventory says 18 with 1 extra
Should be 17 with 2 extras
A review of the instructions only uses 17

Official Lego Data shows that 18 are included in the set, and 1 seems to be an
intended "extra" (extra as in for play, not extra as in manufacturing),
as such, I have rejected this request at this time

Yes I agree that that's what the inventory list says, however only 17 are
listed as being required during the build:
1 x Pg 264
1 x Pg 266
1 x Pg 268
1 x Pg 340
11x Pg 347
2 x Pg 348
What takes precedence, the inventory list or the build?

I’m not at my computer right now, but do any of those steps include the one shown
in the stock image, not connected to any other bricks?

When it comes to additional parts or missiles included for play purposes, our
inventories reflect the total in the parts list. This also helps the inventory
align with the published part count on the box.
It's one of those issues that falls between some established rules here on
BL. The Set Inventory reflects what is expected to be found in a New, Sealed
set. There may be some argument that the items not actually shown in the build
would not be required in a Used, Complete set which 'contains all parts necessary
to build all of the models'.
The reality is that Lego is very inconsistent with their instructions, which
after all, are just meant for play.
