Many stores have this, and it has been this way since the start. Instant checkout
is a more recent thing in online sales. You may want to look for stores that
have "request a quote" rather than the standard "place order"
as quotes are non-binding

Yes, it started in 2000 That was common practise, technically simpler, and
logical at the time, for a hobbyist website.
Note that the “Quote” feature is hidden in the 4th and last step of the checkout:
you have two buttons, one to make the order (final), and one to ask for the quote…
but not all sellers propose it.
Check their terms too, some advertise it there.
For the image:
1. Try converting the image to JPG / PNG.
2. Check the image has a width of 640 pixels or less. The forum will reduce
it if it’s wider (and it’s sometimes the reducing that fails).

It is possible to go all the way to checkout to see the shipping costs. I have
often remove all my items in the order, the just exit out. not going to pay some
of the ridiculous sh&H at some stores!

Sets being larger items, the cost needs to be calculated before it's shipped
as this site doesn't have the calculated shipping options for locations like
ebay/amazon/etc. It's totally normal.
