who has high feedback, still hasn’t shipped it. I’ve also contacted him but haven’t
received any response. I’m just wondering if this is normal and what the usual
waiting times for orders here.

If you paid on the 5th of January, then this seems like more than enough time
for your seller to ship, or at least communicate with you.

It's not what I read and understood.

If the seller doesn't reply to a message, almost any like "For this price
will you ship ground or air?", and no response, then you can place an NRS.

I may be wrong, but a message to a seller may really be important regarding the
order.

Maybe something else BrickLink has to clarify, or change - this is as old as
BrickLink!

Err on the side of caution. We are only a few days past the holiday break and
he may be on extended holidays.

You can wait a couple of days and submit an NSS. I would give him/her 10-14 days.
You can always withdraw the NSS too.

Contact him again today, contact him again tomorrow and tell the seller straight
"if I don't receive confirmation of shipping with 24 hours I intend filing
an NSS"

Being reasonable and fair is a 2 way street.
