Selected it all because I needed weight and size to get correct postage.
Postage is expensive, as you would expect, it's going halfway across the
world and there's international fees etc. It's too big for large letter,
got to be a small parcel.
I quoted for tracking because I figured it would be safer being able to see where
it was, especially at this time of year, but I messaged the buyer to say if he
was happy with untracked it would be a bit cheaper. Sent invoice
Now he wants to cancel because "sorry, i found a shop with more sticker parts,
tsm for the attention."
Or maybe it's really "oops I didn't realise ordering this much Lego
from the other side of the Atlantic would cost as much in shipping as the cost
of the bricks."
Anyway, I'm a bit miffed to say the least because I have spent time picking
his order and filling in the invoice and now I've got to put it all back
because he got a better offer.....am I obliged to let him cancel is my actually
question? Sorry it took so long to get to the point, I have everything he put
in his order, nothing missing.

I would absolutely let them cancel. The rest of the internet doesn't work
like BL and your average buyer, especially a new one here, is going to expect
that cancelling an order is pretty normal.
Lesson learned on pulling orders before payment? In this situation, I would always
just estimate the shipping, leaning toward the high end, and then refund any
overcharge if it turned out there was some.
Sorry, I know it's no fun to pull an order and put it all back. Silver lining:

let them cancel, high shipping is a valid reason (even tough they didn't
say it)
For next time don't pick orders before they are paid.
You can use Brickstore to get a weight (add like 10% for packing)

It may seem harsh to file an NPB on a new member, but if you allow the buyer
to cancel his first order, he will likely think it's OK to cancel any order
for any reason.

Or he won't. If he does, he'll end up with NPB's and bad feedback
anyway. Hopefully this will be a learning experience. It's the holiday season;

When you said this I thought it was going in another direction, namely that you
sent the parcel untracked and the buyer said it never reached him and asked for
a refund. I'd strongly advise against sending untracked parcels to new buyers,
especially internationally.
paypal will refund buyer and you will end up without your items and without money,
I had a "tracked" parcel and agreement with buyer, for no insurance,
and still paypal gave the money back to the buyer after package delivery was
delayed over 30 days. Now package will be delivered and they closed the case
and will not re-open.
