I am trying to use the IOSS number provided by Bricklink when shipping with Canada

I can’t help for Canada Post but:
1. You didn’t get the VAT, it has already been collected by BrickLink(’s partner).
On the PayPal transaction, it shows as “partner fee.”
2. However you can do that with Canada post, you need to communicate the IOSS
number electronically.

Companies like Stallion Express and Chit Chats allow for it online, I’ve never
shipped a package that needs that via Canada PST so can’t say directly, but if
they offer it, it’s likely behind an online only business account option

open an account with CP online and use it to create a label and submit the IOSS
electronically. In case of Europe If you just write down the IOSS on the package,
it won't work and they will have to pat the VAT again once the package reaches
at destination but I think for UK and Australia, it doesn't matter.
You get discounted rates with CP too.

There is a field called IOSS ID after the “reason for export” field.
It has grayed out text with “ Tax ID, IRS No., VAT, IOSS number” on it.
