Four times I have tried to check out today with a seller in a US territory.
Regular US mail etc.

Four time I get an error that my payment cannot be processed....first time EVER.

So I went to "FeeBay" and bought something using PayPal and the same
'preferred' credit card and NO PROBLEMS....

So what gives? This has never happened before and I have placed 4 other orders
this week...

Ask the seller to disconnect and reconnect their PayPal account, or wait until
after the next daily maintenance, one of these may help
