I have an interesting situation and I'm looking for some advice. I have a
buyer who placed an order in my store. They were unhappy with the shipping cost
I quoted. Being a small seller who does this only as a hobby I do not get discounts
on shipping. The buyer claimed they could get a label for less than half of the
cost I quoted to them. I offered to let them pay for the order (minus the shipping
cost) and they can simply send me a PDF copy of the label if they can get it
cheaper themself. At that point I will attach it and get it sent off.
I received the label today via email and the return address is listed as the
buyers address, the weight is 7 pounds less and the dimensions are much smaller.
To me this seems like the buyer paying next to nothing for the label and since
they have their own address as the return the package will get sent back to them
even though the shipping label is all wrong.
Am I wrong in seeing this as highly illegal, fraudulent and as a complete violation
of Bricklink TOS?

pirate ship

indeed, seems sketchy indeed, best to not use it, the buyer should be able to
void the label on their end.

Just tell them that their shipping label is inadequate, that they have used the
wrong weight and dimensions and that the return address needs to be yours.
I imagine the end result will be either you refund the order and lose the PayPal
fee, or you get scammed.

I have provided shipping labels to many seller on ebay or Bricklink but the return
address was seller's one and weight and dimensions were correct.
Tell them the label is not correct, for the weight and dimensions and return
address are wrong. If they don't give you a correct one, I would refund them
and cancel the order.
Also, I would be ok to do for low-value orders, like below $100.

If the USPS finds that the package has the wrong weight or dimensions and
postage should have been higher, then the USPS will still deliver the package
and the person who paid for the postage will be electronically charged the difference.
With that said, this sounds like a hassle I never would have dealt with to begin
with.
You got good advice, but remember the person who buys the label has control over
the package. They could redirect the package, which changes the delivery address.
You would instantly lose any non-delivery.
Cancel the order. This is mail fraud. This buyer will also have "issues"
with the order and demand a full or partial refund.
Calculating domestic shipping is straightforward - you just need the dimensions
of the package and the weight. You can use any one of several online providers
like pirateship to get the commercial postage rate.

member for so long.
An update. This order has drug out for weeks now. With the buyer saying that
they are busy. Which I can symathize with. But at the end of the day, it creates
more work for me having to constantly send emails and Bricklink messages.
The buyer claims that they made a mistake on the label they sent (I can understand
that) and did in fact send me an updated label with my return address and the
correct weight but the dimensions are still wrong. I have requested another correction
with the right dimensions and am awaiting a response.
I did use Pirate Ship to try to get discounted rates. The buyer was not happy
with the cost I offered. This is a large box containing one massive set and 2
small sets that I am shipping from the middle of the country via UPS. I pack
things well so the box is 26" x 20" x 10" and 17lbs.
I do have a gut feeling that this could turn out bad but this buyer has over
60 positive feedback. If this was a new user I would have refunded and canceled
the order long ago.

Many buyers don't know that postage is based on the higher of either
the actual weight or the DIMM weight.

Even if you feel your Bricklink shipping volume does not justify it, if you ship
more than a handful of items a year both business and personal, I would Highly
recommend setting up a Pirateship (or similar vendor) account.
I would also suggest buying a thermal printer. You can pick one up for less than
60 bucks, the paper is cheap and it makes the whole process so much easier. Cost
will be offset in savings.
