I am actually testing US Customs and not USPS. USPS is the end carrier in reality.
As a Canadian Seller using Stallion express (similar to US pirate ship)I can
choose a variety of shipping methods such as Canada Post, USPS, Fleet Optics,
Dragon Fly, ICS and the list goes on.
I base that selection of cost to the Buyer and how long shipping will take. I
often spend a few dollars more even if I lose so the Buyer gets his set in a
timely manner.
1. If I ship to a US customs using Canada Post expedited, it leaves Calgary and
goes to the main port hub in Vancouver and then often through LA. This adds 6
days to shipping times by the time its handed off to the end carrier.
2. If I pre print my label using USPS my shipment leaves Calgary directly to
the Border by Stallion Express EVERYNIGHT Mon-Fri. It is inspected and verified
by US CUSTOMS at the border and handed off to USPS. This is why my shipments
always end up in the USA the day after I receive an Order as I ship everyday.

I just got off the phone to Stallion Express (executive element).
They reconfirmed not wanting me to ship anything before Monday into the USA.
They are busy today linking the brokerage element (external to stallion) to Stallions
software so the Broker declarations are available to US Customs.
I was further told that I would only have to make 1 (one) initial declaration
of where parts were manufactured/produced in this instance MX (Mexico) providing
there is an R on the lego product code or it is reasonably ascertainable parts
were produced in Mexico.
The Broker has been in constant communication with US Customs in regards "Lego"
and tariffs. Believe it or not a decision has not been made. A decision has been
made in regards lego products manufactured outside of Mexico as it falls outside
the trade agreement.
Apparently Lego has been arguing its butt off to US Customs for the last 6 weeks.
With positive results for lego users. I have no idea what that result was except
i was told "positive".
The Stallion software moving forward is also going to add a brokerage fee to
our payments which are easy to eat. .99 cents for all orders under $100.00, Up
to a maximum of $1.99.
I was further told that this future process will actually be easier and smoother
than previous as one we have made our declaration as shipping ONLY LEGO products
it only needs to be renewed on every 12 month anniversary. Once our declarations
have been accepted and cross checked against our user id's on the shipping
labels our shippments just slip through every time.

This is somewhat pessimistic. There is no evidence to support your beliefs. TLG
had this issue a few weeks ago. I know because some of my imports were held by
customs in Winnipeg only to be released after a week tariff free. TLG could not
guarantee PAB parts were not made in mexico, they did in regards sets. The precedent
exists.

Current status of CUSMA declarations is: "CUSMA-compliant shipments are still
