I have a cart that says “Shipping & Handling TBD” and apparently I don’t have
permission to contact the seller to ask for an estimate.
If I place the order and then find the S&H cost too much, can (and should) I
cancel the order?
Is there some way to know that cost beforehand?

If there is nothing about transportation costs in the terms and conditions, the
only way is via email.
if it is something simple to size, ie a set, you could at least look into it
yourself to get a quote to ship from wherever to you and make a judgement on
that. The seller may charge more but it should at least give you a ball park.
Doesn't really work as well with parts as a bit more guess work.

clearly stated terms? Use the Quote feature that should be mandatory but isn't.
contact store? Move on to a store that is more helpful upfront.
If I am correct not having clear shipping/handling costs shown upfront is a valid
reason to cancel an order.

You can use the "contact" button on the top left of the store page to
ask the seller what it might cost to ship. Make sure to include the weight of
your cart and the zip code and country to where it will be shipped.
The "Quote" Button is on the final page of checkout UNDER the "Place
Order" button IF the store has that feature on.

or a combo of both as i believe some prior threads had users with multiple feedback

Old accounts are more prone to scam as there is more probability that their password
leaked on the internet. Like the incident that happened last year...
