It is up to you. You bought and paid for 25 but he refunded you for 15 of them,
then sent all 25, is that right?
The honourable thing to do would be to pay the original advertised price for
the extra 15. Alternatively you could ask him to pay for return shipping of the
15 (possibly now used) figures, especially if you might have bought the extras
elsewhere when you thought you were only getting 10.
I wonder why he didn't want to sell all of them when he actually had them?
Was it a good price or a good item that attracts orders so he might of wanted
to hold some back? If sellers want to limit sales then they shouldn't list
it all at once.

If you want them, you should really pay for them. If you don't want them,
ask the seller to pay for return postage and send them back.

You don't have to pay anything, legally.
Personally, I think I would try to work out a fair price for the additional 15
(assuming they're no longer in a condition to be sent back ... heck, maybe
you don't even have them any more).

What was the value of the minifigs you received you didn't pay for? $5-10
is a goodwill gesture. $50-500 is not.

Pay for them or return them. Swap shoes, what would you want done if you were
in their place?
If I were the seller, I would recognize it as my mistake and let the buyer keep
them. But the seller isn't wrong to ask for payment either. They should
provide postage to return them if you decide not to pay for them.

I appreciate all the advice. I don't have the figures anymore. Even if
I did, it was an overseas order - and the return shipping cost would be prohibitive.
The seller did offer to give me a discount on future orders if I pay for the
extras - but he doesn't have much left in his store right now that I'd
be interested in.
I will try to work out a middle ground - maybe give me a discount on the extras

I didn't say anything to him. Like I said, I figured he realized he still
had them and included them as a bonus. It was an order of hundreds of figures
too - and I didn't go through the invoice to reconcile each item I received.

Ouch, you received far more than you paid for and didn't contact the seller?
That's far from fair acting in this community.
If you act like that, a court ruling will say that you were acting in bad faith.
You should have checked the parts received (you did, as you noticed there were
15 more of the specimen you were told there would be 15 less; ofcourse you did:
900 USD order!!) and should have contacted them directly to check this was a
mistake or a 'gift'.
You chose to regard it as a bonus. But didn't ask to get it confirmed.
