Why are minifigures categorized as “sets” just because they have the pieces (like
a sword or a 1x1 round tile)? I even have gray baseplates showing up in sets
… shouldn’t those be parts?

Usually, sets are items which have an official set number and are available from
toy stores and/or on LEGO.com - no matter how many parts are included in them.

And they are in some sort a packaging, not loose.
