Is there a way to retrieve Year Released for all the parts in a set inventory?
I would like to see at a glance if sets contain newer parts , or parts which
are no longer made etc.

Not directly.
You could download the set inventory (does not contain the years, but does contain
the part ids and quantities) and the parts catalog (can contain the years releases
data if you specify that during download). Then you need to do some matching
in a spreadsheet program to combine the two tables.
However: the "Year Released" data as contained in Bricklink's parts
database does NOT mean that that particular version is released in that year;
it means the earliest/latest release year of sets containing that part in it's
regular or alternate section.

5k/day is the limit for api calls, it’s used up with the combination of browsing
and 3rd party applications

Oops, sorry for the wrong advice. The explanation still holds, but the Parts
table indeed does not contain a Year column in the download. I should have double
checked rather than writing from memory.
Maybe you could use https://www.bricklink.com/catalogSearch.asp?v=C the advanced
catalog search, show as 'Year Summary' and copy the lists from those
(many) pages per year, or focus on a single year directly. Note that the Terms
do not really like web scraping.

I do not know where the Year column has gone - I asked Robert who develops Brickstore
where his year data comes from and he said from that Parts download .. ! I felt
like an idiot because I could not see it at all.

wedges, brackets etc released in the last 10 years or so - so in a way that could
be just as useful as looking up parts via sets.

yes this is quite useful to simply see what new wedge plates, brackets etc have
been released in the last 10 years say:

Besides the issue raised by hpoort—that the dates come from the sets and are
thus inaccurate—, there’s also the issue that this info doesn’t take colour into
account.
I don’t think you said why you want the dates but that can be a big issue.
