Ah I see in the post title you have (15) so perhaps it was a hacked account and
they were allowed to send links if they had feedback (would be a recent change
tho)

ah ok, that makes sense, that was before the updates were made banning links

that may just be visibly, due to recent changes (based on new laws in the eu
i think) there is a whole in depth process for banning and such so even if it
appears on the surface level the account is there, they may be deactivated behind
the scenes, or bricklink may have recovered the account for the original owner
already or such.

That’s just a constatation:
— there’s spam messages on the forum and their authors get unregistered,
— there’s these scam PMs and some people have said they reported the users but
their accounts still look active.
As Nubs said, there may be rasons why those accounts are not unregistered. BL
is not communicating on that.
And we, users, can’t really tell if the accounts are really still active. We
can only see that they aren’t totally unregistered.
Those scammers don’t buy and don’t sell, so there’s little reason to remove their
priviledges (= red squares instead of green).
They may also have hijacked some genuine accounts.
And there may be other reasons why they are not unregistered.
We can just trust in BL and continue reporting those scammers.

Because it’s not how “spam” works.
For starters, mails are obviously not marked as spam by their author
Servers (sending and/or receiving) can look into messages and try to decide
if they are spam. The operative word is “try.”
To do that, they use “clues” and “heuristics” and “statistics.”
And then your email application/website (which is (about) the same as the “receiving
server” for GMail) use the marking to move the message in the appropriate folder.
But they may fail (both ways: not marking spam as spam or marking ham as spam).
When that happen, it’s up to you to mark it as spam (or ham), so that you email
application/website can learn.
In the case of BrickLink messages, BL doesn’t really look into the messages when
they are sent as emails.
As Nubs said, it’s only recently that BL started forbidding URLs in PMs… but
that’s on the internal message service level, before they are sent as emails
(as sending as email is only an option).
