I seem to be having trouble messaging a seller to ask about shipping
The error message states my account is not allowed to send messages. Any ideas
how to fix this? I have one order already made with another seller.

You need at least 1 feedback in order to message a seller. That order you've
placed has yet to had feedback by the seller on it, thus leaving you with 0 feedback
still.

Apart this their feedback profile seem fine.

Thank you both for your input. I did indeed try to use that quote feature but
it doesn't appear to be set up by the store. Since I couldn't request
a quote and then couldn't send a message I turned to the Forum Problem section.
