You need at least 1 feedback in order to message a seller. That order you've
placed has yet to had feedback by the seller on it, thus leaving you with 0 feedback
still.

If the button is not there, then the seller didn’t set up the feature (there’s
no other to know than to try).
Thank you both for your input. I did indeed try to use that quote feature but
it doesn't appear to be set up by the store. Since I couldn't request
a quote and then couldn't send a message I turned to the Forum Problem section.
