Based on the seller definitions for sets, if I list a collectible minifigure
as new and take it out of the box and place everything BUT the folded instructions
into baggie do I have to now list that item as New Incomplete?

Instructions much be included to mark it as complete so yes, if it’s missing
them they must be listed as incomplete

offered as well.
