What page is it used on? I just checked the instructions and don’t see it anywhere

This submitter has not replied.

There is no reason to believe that a yellow 1x3 plate was ever included in this
set. My guess is that the submitter misidentified the 1x2 plate used in the black
figure head.

This request will therefore be rejected.
