There is a store in Germany that I have been purchasing from. Never any problems,
but this time it gives this warning. I advised him and he said he hasn't
changed anything and doesn't know anything about it. Any advise on what
he can do or if it is something on my end?

1. Check they have a shipping method for you with PayPal Onsite or Stripe (so
that BL can collect Sales taxes from you).
2. If they have one, then, apparently, there’s a “visual bug” where the message
is shown but where the buyer can still continue the order and checkout.
The seller should try to disconnect and reconnect their PayPal from BrickLink
(https://www.bricklink.com/v2/mystore/payments.page ).
