I have an order that was paid, I shipped, and it is completed. With both parties
having left feedback. But for whatever reason, it has not registered with BL.
So it can not be marked off as completed and I am still getting notification
that I have an order needing to ship etc. Any idea how to rectify the situation?

Were taxes involved and the order paid offsite?
Not sure. I believe the total on BL was paid, possibly on Paypal's site?
