Unable to become a seller even though I have placed and received positive feedback
with purchased orders. Also, cannot link Paypal account even though I purchased
through my Paypal account. Please advise.

You have to wait for a admin to go through your form check everything out and
then approve you Takes 2 to 6 weeks

The problem is I cannot submit the form. The "Upgrade to a Seller" button
is grayed out on me.

* clear your BrickLink cookies
* empty browser cache
* close browser
* log on at BrickLink

Did you submit images of a item that you are going to sell with a recent magazine
of flyer?
Did you enter pics of a personal ID card?
If you leave one thing undone or wrongly inputted it won't let it through.

Could this be the issue, that you have had a shop and closed it and cannot start
again.

I am trying to go from a business account to a personal account. I followed the
steps and now I cannot open up a personal store.

try upgrading to a buiness account and you might be able to connect it to your
store
