No because the entire sprue counts as a single piece that is part of the official
set contents, but due to being split up across multiple inventories with the
minifigure, the sprue itself cannot be listed.
Ah okay, thank's for the information. I'm trying to put this set back
together, looks like the small feathers got thrown away then, That explains a
lot.

As someone else has already concluded, this inventory is correct as is. I will
therefore reject this request.
Because three plumes come on a sprue, it's actually one part that ought to
be in the regular section. But because minifigures have inventories themselves,
they take one of the plumes, and therefore the other two must occur as regulars
so that everything is accounted for. It's an unfortunate restrictions imposed
by the design of BrickLink inventory system. You're not the first to be a
bit confused.
