I have seen and found 10 members offering payment via PayPal f&f and reported
them but no action has been taken against them, as far as I can see, after a

into a dozen stores offering this safe and lawful method of payment

are stores not located in the US.
It is very common for people(in EU buyers most of the time ask for this method)
to try getting cheaper products this way cause at the end of the day 6% you have
in fees for G&S - so by using friends method (like direct money transfer) you
can buy a bit more Lego.

I found and reported 10 stores offering PayPal friends & family.
One of them is in Canada and one in the USA.
After about 2-3 weeks, BL did not ban them so I get these 10 sellers made a smart
choice.

file a charge back. Then they would certainly remove paypal f&f from their terms

I only know this as my PayPal account received a £400 transaction from an unknown
person, followed by another one, then a third in quick succession. Then an email
saying it was for a sofa and that they had accidentally made three payments instead
of one and would I bank transfer the money back as F&F cannot be reversed and
that I would be able to tell it is F&F as tgere would be no fees. Then finally
another email saying that they meant to send payment to someone else and they
hope I am an honest person and will refund them all the payments by bank transfer
as their PayPal account has been blocked, again pointing out that F&F is guaranteed
and cannot be refunded.
I just reported it to PayPal and they cancelled all the payments.

fees associated with it.
