Again, I did not receive the order (because I didn't agree to it), so how

No, NPB is used when an order is placed and invoiced and the buyer then doesn't
pay. it doesn't involve theft or anything. Its just standard procedure for
sellers to close out orders when the buyer doesn't pay or contact them requesting
to cancel.

  
How in 45 problem free transactions am I suddenly saddled with this term I was
completely unaware of. How is this a Thing?!? Is this something new? Is it a
loophole where you ask for a shipping quote because the seller isn't straightforward
on their "shipping costs" and if you get busy and don't respond to
their quote in a certain number of days you're suddenly a "buyer"?

NPB's have been around for a very long time, presumably since near the start
when the site was created 20+ years ago

  
As you can see, I'm quite taken aback but this shameful flag placed on my
account by a shady seller. Please explain to me what this is all about.

If I am FORCED to complete this unwanted transaction buy paying for something
I didn't agree to, then after paying I will GLADLY write a very PUBLIC review.
I wish this seller all the karmic justice they have coming to them.

thankfully you arent forced to purchase it, if you are looking for a shipping
quote you should choose "request a quote" instead of "request an
invoice" as those cant lead to a NPB unless you accept the quote and then
dont pay. Unfortunately tho not all sellers offer that so it may be best to message
the seller first. usually, if you message the seller and are polite they will
cancel the order without filing a NPB.
