if you were payed off-site and taxes are involved there is no way to mark it
as shipped.
you will need to refund the buyer in full and ask the him to pay through an on-site
method.

From what I can gather from the order page, state taxes were paid (keep in mind
im not QuickBooks, clearly I'm messing something up) Below is copy and pasted
from order summary I can see.

that is just the order page, it does not mean it was payed on-site.
the buyer could've have payed you through the e-mail address associated with
your PayPal account and then manually set the order to "Paid"

That sounds like the bricklink fees. The best way to check is can you click the
“issue refund” button on the order page. If not, then the payment was not done
onsite via bricklink in which case as mentioned in the other message you have
to fully refund the order and have the buyer pay onsite

PayPal, the buyer needs to go and log in on PayPal by themselves, and
fill in the info (seller address, amount…).  Sellers can also prepare a “PayPal
invoice/link” with all the info prefilled but BL isn’t involved.  BrickLink can’t
know if these payments are made or not, and BL can’t get the taxes from them.

PayPal Onsite, the buyer click buttons on BL and is sent to PayPal.  If
the order is auto-invoiced, they are redirected at checkout.  If the order is
in invoiced manually, there’s a Pay button on the order details and in the list
of orders.  BL is in the loop, so they can get the taxes.

The order details shows what was chosen, not what was used.

Yes.  As far as I understand, it’s actually the reverse: you can’t cancel until
it’s refunded (or marked as unpaid, but you shouldn’t be able to do that with
Onsite payments).

That’s just the method they selected not necessarily what they paid with. Please
navigate to the order and please post a picture of what you have here. If you
don’t have the “issue refund” button on the top right then they didn’t pay onsite.
So you then have to go manually to your PayPal and find their payment and then
refund that and have them pay on bricklink

Ahh, were getting there. So a buyer can physically select "Payment By: PayPal
(Onsite)" when checking out and then pay via off site PayPal? I did not know
that. That seems to be a flaw in this system, to put it mildly...

Yes . Unfortunately there is nothing that can stop a buyer from manually going
to PayPal and typing in your email and sending the money. In this case it probably
that 1 or more items in the order forced it to go manual and the buyer then got
the email from bricklink saying “please send $$$ to (email)” without directly
going to bricklink to pay for the order. It’s unfortunate but does still sometimes
happen

Payment By: PayPal (Onsite) only means that it should be paid through PayPal
Onsite, not that it has been paid through that route. If the buyer has paid offsite,
directly to your e-mail address, that's what went wrong. Check this on your
PayPal account and refund through there as explained in one the earliest replies.
Then the buyer can pay through the proper link on your invoice.

Similarly, that the tax has been specified on your order email does not mean
that it has been paid; this only gets paid properly through the Onsite payment
options.

As advice: make sure that your PayPal e-mailaddress and your normal e-mailaddress
are not the same so that people can not accidentally pay offsite.

And finally the : P minus the space creates the emoji.
