I also had an order from this user.
It immediately looked suspicious to me because the Australian address didn’t
look right and the user email address was French. When I checked out the postal
address it didn’t exist. I sent a message saying I could not calculate shipping
costs because the address was incorrect and they replied with their phishing
message.
I checked out the user IP address and it came back as Singapore.
I then got an email from BrickLink telling me they had terminated the user account
and I should cancel the order.

Did the order arrive with payment (onsite paypal/stripe) or did it arrive as
off-site payment ?
Your terms page says you support both onsite and offsite
My hunch as to why I have not received any of these is because they are running
them all offsite (until proven otherwise), and I only support IC/onsite.
