For super rare items that are basically unobtainable is it ok to use a image
from online if you don’t take credit for it?

Wouldn't that depend on whether the online image owner gives permission or
not?

That’s what I think the rules are, but what if they never respond?

I tried that previously with a seller on eBay, nothen.

Then you don't have permission.

Only if you’ve received express permission from the original image poster to
use it. Otherwise no

What do you mean by "use" the image? If you're selling the item,
just take your own photo. If you're adding it to the catalog, note the following
rules:

"Images must be your own original photos or official LEGO® set images or
official LEGO part renders. Photos copied from other sites are not allowed and
will result in your submission being removed."

Tbh I have uploaded other people's photos to the catalog once before, but
it was with explicit permission by the copyright holder, and I stated such in
my submission.

It is basically never okay to publish someone else's image without permission
anywhere.

It’s not “without permission” because TLG does give permission explicitly.
