I don’t understand why the two different 6178 modified tiles, decorated are listed
under one part number as the note says.

The ones in charge of creating the catalog in the early days took a lot of shortcuts
to try and hold back the number of catalog entries for some reason or other.
That left a lot of entries in the catalog that are undetermined, unspecified,
random, etc. So, we are left in modern times having to go back and redo a lot
of things the proper way as they are discovered and brought up. This would be
one of those instances.
For fun, look at
I think that entry covers five different patterns.
Good luck trying to recreate the original Jabba's Sail Barge without having
an original sticker sheet.
