| I am not having any luck finding this fig.
Two the same that came in a very organized lot.

| The torso is it was only came with blue arms and was used in Coast
Guard themed sets. Most likely someone's custom figures.

| Looks like they made their own figure from parts.

| You are probably correct but its very strange.
They came in a large lot that widdled down to 15 complete sets with almost no
left over parts and no extra minifigs or minifig parts.
Almost like they came like this.
