I recently cancelled an order at the customer’s request and PayPal refunded me
the PayPal fee.

Just putting this out there because it seems that I keep reading here that PayPal
does not refund fees.

Not sure if this is a new PayPal procedure or if I have been misunderstanding
people’s posts, but it was good news to me!

😃

wow! that is news to me! I wonder if its a new law or something as recently
(like within the past few years) ebay also started to refund all the fees on
cancelled orders

Yes I was very surprised! It was listed separately as “Refund from PayPal: Fee
Reversal.” And the amount matched up with the PayPal fee of the order.

Weird...

Is it a micro transaction PP account?

Did you refund from BrickLink or from PayPal?

Mmmmh I may have an idea...

As their terms show:
Commercial Transaction Refunds
If you refund a Commercial Transaction payment, there are no fees to make the
refund, but the fees you originally paid to receive the payment are not returned
to you.

And it's written literally everywhere they don't refund fees, so they
should NOT.

But here it can be different in this case, when there's taxes involved, on
the above picture "Partner fees".

As they've to refund the taxes, they've to refund the fees because there
are fees on the taxes.

In this case they could refund the fees on the taxes (like 1 cent maybe) but
that'd be hard to explain, and an accounting nightmare.

So maybe it's a specific agreement for when there's taxes involved.

Which is why when Nubs_Select bought in my shop I wasn't refunded the fees
(no taxes to Canada), and when I bought to Nubs_Select he wasn't refunded
neither, because I bought as B2B, no taxes.

Could someone check on their side (US/Can) if they've been refunded fees
on a recent transaction NOT involving taxes?

I just checked and an order i had that involving taxes (yes you said for without

Yes, but I meant, it's possible fees are refunded when there's partner
fees (taxes added by BrickLink) involved.

I don't know what happens, could be specific cases or accounts, payment modes,
or whatever.

I'd like to know because their Terms and zillion web pages (and my PayPal
account showing historical refunds) state the contrary.

Just checked a prior partial refund and I got a fee reversal on the partial refund.
Refund was $.89 and fee reversal was $.03.

🤷🏻

And I mean by taxes, those automatically added by BrickLink, like Sales Taxes
or UK VAT.

I just carefully checked like a hundred refunds (or partial ones) here
since end 2022, and zero had any fee refunded

Will look for it, but in all PP refunds I did I got the variable % fee refunded
by paypal, as a different movement though.

No, I confirm, I do have the refund transaction but NOT the fees reversal transaction.

Also your account in Business/Pro I guess? As someone mentionned it could be
a difference.

I think both are business but my micropayments might be not as the design is
different.

The agreement in Spain says I will not receive reimbursement of the fees:

https://www.paypal.com/es/webapps/mpp/ua/useragreement-full#refunds-reversals

Oh then I don't understand anything

One thing you could do is to call PayPal and ask them why those fees were refunded.

Of course, the risk is that they made a set up error (?) and next time fees won't
be refunded. But I doubt it'll happen.

But then we would know why?

Just an idea

I contacted them on their Official Question Forum and waiting to hear back.
I also asked it on their Reddit sub and got a confusing answer, basically saying
there are significant regional differences and that it is not always predictable????
The person who answered me on Reddit seemed to know what they were talking about
although I do not know if they actually do LOL. I saw someplace else that there
are regional differences. But unless different U.S. state laws require different
things, I am not sure why that would be. My other thought was that maybe it
depends on HOW they pay on Paypal - maybe if it is via credit card rather than
bank account there is a difference. But I have no idea. Literally EVERYWHERE
it says they do not refund fees, yet several of us have gotten fees refunded.
🤷🏻‍♂️

Er, IIUC, the buyer is always refunded in full, it's the seller who pays
the fees.

E.g., order of $100 total, buyer pays $100, seller receives $100 but pays $5
in fees.
In case of refund:
— happiness: buyer gets $100, of which $95 come from the seller and $5 from PayPal.
— sadness: buyer gets $100, all from the seller, PayPal keeps the $5.

So how the buyer paid/gets refunded shouldn't matter.

Interesting - I didn't check if there's a different movement in my case.

But also, what are the PayPal Terms for you in Spain? Maybe they're different
for fees in case of a refund? Could you check?

You had to try it with me an payment should be higher. Once I refund your payment,
PayPal would reverse the fees.

Oh ok! This is an actual idea. The payment should be sent from a Canadian account
to another Canadian one and should be at least $850 USD. Then there won't
be any fee refersal. I am impatiently waiting to receive the payment from you
and I'll let you know, for sure, the results of this experiment.

Do you have an older PayPal account?

I've gotten my PP fees on every refund I've done on BL as well, and my
account is old - it is (or was) a premier account.

Same here, I refunded this (pathetic) buyer Nubs_Select, and didn't have
fees refunded.

I've never have had fees refunded since they changed this policy (I don't
remember, maybe couple years ago?)

Professional old account like 2006.

Just putting this out there because it seems that I keep reading here that PayPal
does not refund fees.

Not sure if this is a new PayPal procedure or if I have been misunderstanding
people’s posts, but it was good news to me!

😃

Do you have an older PayPal account?

I've gotten my PP fees on every refund I've done on BL as well, and my
account is old - it is (or was) a premier account.

I think if the transaction was refunded within 24 hours, PayPal sometimes reverses
the fee also.

No, with both my and 1001bricks test both were refunded within minutes of the
original payment

Just cheked, as of right now:
https://www.paypal.com/us/legalhub/useragreement-full?country.x=US&locale.x=en_US

In short, something was special or different for this specific refund; you're
supposed to lose PayPal fees.

Also confirmed here.

Maybe it was a Friends & Family or such?

I can't believe PayPal does differently than their own Terms.

Then no fees would have been charged in the first place tho

My last few partial refunds even 5 days after I received the order got the fees
reversed. Let’s say I refund 1 euro it goes out of my account and a few seconds
later their is an other transaction + 4 cents reversed fees

Interesting, perhaps a slow rollout over “random” accounts?

Problem is:
https://www.bricklink.com/message.asp?ID=1483190

Guy has a business account, in Spain, and his fee being refunded, while according
to PP Terms they won't

Me business in France, never been fee refunded (since 2019).

For now, no one in this thread has found an explanation. That'd be nice to
find out, and could help especially newcomers.

1. Stellar were you able to check whether the micropayment account is personal
or business? The only hint I have gotten from my research is the possibility
that it is because it is a personal account. But if yours are business accounts,
that gets eliminates that idea. (And if it IS true, that’s even more confusing!).

2. Almost all of my transactions include tax because almost all U.S. states
charge tax.

3. Still have gotten no reply from PayPal, but can confirm that all of my most
recent refunds have had fees reversed. There haven’t been many, so it’s a small
sample size….

4. I will continue to gnaw this bone.

Came here to say this exact thing.

I remember being super confused when people complained about fees not being refund
as I've never had that experience. I use a personal account.
