I recently cancelled an order at the customer’s request and PayPal refunded me
the PayPal fee.
Just putting this out there because it seems that I keep reading here that PayPal
does not refund fees.
Not sure if this is a new PayPal procedure or if I have been misunderstanding
people’s posts, but it was good news to me!

If you refund a Commercial Transaction payment, there are no fees to make the
refund, but the fees you originally paid to receive the payment are not returned
to you.
And it's written literally everywhere they don't refund fees, so they
should NOT.
But here it can be different in this case, when there's taxes involved, on
the above picture "Partner fees".
As they've to refund the taxes, they've to refund the fees because there
are fees on the taxes.
In this case they could refund the fees on the taxes (like 1 cent maybe) but
that'd be hard to explain, and an accounting nightmare.
So maybe it's a specific agreement for when there's taxes involved.
Which is why when Nubs_Select bought in my shop I wasn't refunded the fees
(no taxes to Canada), and when I bought to Nubs_Select he wasn't refunded
neither, because I bought as B2B, no taxes.

Just checked a prior partial refund and I got a fee reversal on the partial refund.
Refund was $.89 and fee reversal was $.03.

One thing you could do is to call PayPal and ask them why those fees were refunded.
Of course, the risk is that they made a set up error (?) and next time fees won't
be refunded. But I doubt it'll happen.
I contacted them on their Official Question Forum and waiting to hear back.
I also asked it on their Reddit sub and got a confusing answer, basically saying
there are significant regional differences and that it is not always predictable????
The person who answered me on Reddit seemed to know what they were talking about
although I do not know if they actually do LOL. I saw someplace else that there
are regional differences. But unless different U.S. state laws require different
things, I am not sure why that would be. My other thought was that maybe it
depends on HOW they pay on Paypal - maybe if it is via credit card rather than
bank account there is a difference. But I have no idea. Literally EVERYWHERE

I just carefully checked like a hundred refunds (or partial ones) here
since end 2022, and zero had any fee refunded
Will look for it, but in all PP refunds I did I got the variable % fee refunded
by paypal, as a different movement though.
No, I confirm, I do have the refund transaction but NOT the fees reversal transaction.
Also your account in Business/Pro I guess? As someone mentionned it could be
a difference.
I think both are business but my micropayments might be not as the design is
different.

Er, IIUC, the buyer is always refunded in full, it's the seller who pays
the fees.
E.g., order of $100 total, buyer pays $100, seller receives $100 but pays $5
in fees.
In case of refund:
— happiness: buyer gets $100, of which $95 come from the seller and $5 from PayPal.
— sadness: buyer gets $100, all from the seller, PayPal keeps the $5.
So how the buyer paid/gets refunded shouldn't matter.

to another Canadian one and should be at least $850 USD. Then there won't
be any fee refersal. I am impatiently waiting to receive the payment from you

My last few partial refunds even 5 days after I received the order got the fees
reversed. Let’s say I refund 1 euro it goes out of my account and a few seconds
later their is an other transaction + 4 cents reversed fees

I've always received the PayPal fee back when processing a refund; I've
never understood when/how the policy applies and was confused, much like you
- maybe they never actually implemented it or something, lol
My best guess is the fee might not be refunded if you have a PayPal business
account; if you have a personal account, then perhaps they refund fees for those
users, but I don't use a business account so I'm not entirely sure

I remember being super confused when people complained about fees not being refund
as I've never had that experience. I use a personal account.
