I sold a set to a buyer in Greece. He told be the package arrived at the Greek
post office but somehow he did not pick it up after two weeks. I contacted the
buyer many times and he had some vague story about a phone number. After a while
he stopped replying to my requests to give me an update.
Now I get a message from my mail service the package is bering returned to me.
I gave the buyer negative feedback and then cancelled the order. Can he still
give me negative feedback (I don’t care because I have been very communicative
and persistent)?
Also do you agree I should return the payment once the set is back in my possession
minus the shipping costs?

yes the buyer can leave negative feedback

yes. tho depending on your country you might have to refund the shipping also.

What does my country have to do with it? You mean national law?

consumer protection laws can vary by country so there is high likelihood that
some you have to fully refund packages that are returned including shipping and
some may not

Ah I see. In my country I don’t have to refund shipping.

I wouldn't give a negative feedback right away. He did not leave you any
feedback, did not request refund, did not submit any PayPal claim (yet...) and
you don't know his story.
You can leave a negative feedback within 180 days so why is the rush and what
are you trying to achieve by leaving a negative feedback?!
You can still retract your feedback and you can leave a feedback later. This
is what I recommend you to do.
and then cancelled the order.
I assume he paid via bank transfer otherwise you could not have cancelled the
order. You haven't refunded him so I wonder how you allowed yourself to cancel
the order while you still have his money and you will get the package too?
I think it is even against the BL rules to cancel an order once the buyer paid
and you shipped but I am not sure.
Can he still
give me negative feedback (I don’t care because I have been very communicative

Yes, and you should care about the feedback you receive!

I am not sure about the laws of your country but it is even technically correct
you hold a percentage of payment because you took time to pick up order, pack
and ship. The cost of shipping plus return shipping is also on buyer. You did
your job and shipped the order.
But the buyer might request you to reship and pay for return shipping costs and
reshipping costs, however you already went straight to cancelling the order....!

If you don't know EU consumer law, you have no business being an online seller
anywhere.
Sorry for the harshness, but the idea that you are simply going to receive your
items back and steal this buyer's payment is absurd.

You are right about the feedback so I removed it. The whole thing has been really
frustrating because the responses from the buyer came very late and eventually
did not come at all.
In my cancellation I stated the buyer will get his money back minus shipping.
So he can make sure he gets his money back. However, I don’t see why I should
pay for shipping when a buyer does not pick up his package. And no, I am not
a thief so he will get the value of the product back.

Cancelling the order may not have been te right thing to do (I am a small seller),
so I contacted BL to report the issue. I did it last night because I was shocked
at the situation and did not want to pay any further BL fees.

Regardless of what does, or does not, get refunded, you need to protect yourself
from chargebacks.
How did the customer complete payment ?
Was the customer aware that customs duties may be due upon delivery ?
Might this be a case of buyer regret (where they changed their mind between the
order being placed and delivery being attempted, and don't want to admit
it) ?

He paid by normal transfer and within EU so without duties.
The biggest issue for me is he stopped replying to my inquiries. He knows the
package was at the post office for two weeks and did nothing. He only made 3
orders on BL so far.
I e-mailed BL with the whole and honest story. And don’t want to be a bad seller/buyer
so may have acted out of panic.

My take is that the customer will want and expect a payment refund. But if the
customer caused this (buyer regret, etc) then feedback should provide some reporting
of what happened. It does not have to be negative (although I might), but certainly
neutral, with a short concise description. That way the next seller it happens
to can see a pattern.
