Just watched a reseller vlog where he disassembles the arms and leg pieces from
two different minifigures and reassembles them into a minifigure worth about
6 times as much. He is listing them as new in his store; is this kosher?

No.

One can disassemble parts that came assembled from LEGO and sell them New.
One can assemble minifigures (only once, and only minifigures) if they came unassembled
from LEGO¹ and sell them New.
Everything else is Used.

Definitions: https://www.bricklink.com/help.asp?helpID=102

You can report the seller (https://www.bricklink.com/problemMember.asp ) and/or
their listings (one by one, in the store).

———
1. Though many of us think it's the seller robbing the buyer from the joy
of building their minifigures themselves.

Well, apparently, BrickLink does not agree with your interpretation of the rules.

If you've removed the arms the parts are definitely no longer new. It hardly
fits into

"Parts () have been handled only for sorting. These parts have never been
used in any manner."

Disassembly of legs is particularly bad as it can break the little nubs that
hold the legs on. Which Figure is it that needs hips switched out to make it
more valuable?

It was the arms and legs that needed to be swapped out to create sw1267. I doubt
he is the only one doing it as this only came in a $240 set and there are several
sellers with multiples for sale as new.

Ethics of this aside, if those arms only come on that one torso, where are they
getting the arms to swap onto that torso?

(And the legs)
The keychain… however the prints are slightly different when examined closely.
That figure is going to have quite a few “fakes” on the market

Oof, even worse than I thought, they aren't even using the correct arms.

I guess combining the arms and legs from the key chain

Gear No: 854288 Name: Luke Skywalker (Pilot Suit, Printed Arms) Key Chain
*
854288 Luke Skywalker (Pilot Suit, Printed Arms) Key Chain
Gear: Key Chain: Star Wars: Star Wars Episode 4/5/6

with this?

Minifig No: sw1139 Name: Luke Skywalker (Pilot, Printed Legs, Visor Up / Down, Askew Front Panel)
*
sw1139 (Inv) Luke Skywalker (Pilot, Printed Legs, Visor Up / Down, Askew Front Panel)
Minifigures: Star Wars: Star Wars Episode 4/5/6

Yes, tho the patterns are different which most miss leading to a “fake” version
of the figure (plus the cost of the base figure + the keychain is almost the
same as the regular figure so it’s a bit funny so many do it (within $5))

I can't see any differences in the leg pattern; is the arm pattern different?

I did find a video about this on youtube but the vlogger doesn't say anything
about having a BrickLink store or selling these reassembled minifigures as new.

I can’t remember what the difference is but then the first official images started
surfacing I compared them extremely closely and saw differences and several other
accounts said the same thing

I insist that you destructively disassemble both and post pictures for my edification.
