It’s against the terms of service to leave negative feedback for not completing
an order correct? If you found such a person that does do it how would you go
about reporting them?

IIRC you can leave a Negative feedback for any reason, as long as you think the
transaction wasn't satisfying.

Could be NSS or Report member page, or nothing.

That really depends your expectations, what the seller could do, what he/she
did, what was the relative importance of the problem. In short, I'm not sure
a shop send everything but 10 cents on a big order (refunded) should be reported.
Etc.

I found a seller who leaves neg feedback for people who don’t complete the order
and most of them are new buyers. It just feels wrong but maybe it’s just me

I thought you were the buyer. And "who didn't complete" isn't
the same as "for not changing order status to Completed".

Please phrase carefully next time?

Yes, this is bad feedbacks as it damages the community making buyer run away
from BrickLink.

Simply report the shop while showing them their Negative feedbacks page?

He left 59 negatives for customers who did not complete their order. The only
negative he received was for shipping a 61 lot 516 parts order in one bag. Huh.
