That really depends your expectations, what the seller could do, what he/she
did, what was the relative importance of the problem. In short, I'm not sure
a shop send everything but 10 cents on a big order (refunded) should be reported.

I thought you were the buyer. And "who didn't complete" isn't
the same as "for not changing order status to Completed".

Yes, this is bad feedbacks as it damages the community making buyer run away
from BrickLink.
Simply report the shop while showing them their Negative feedbacks page?
