I'm a seller in the UK and have an order from a German buyer. I received
a PayPal payment for their order but it's not marked as 'paid' on
Bricklink and I can't change it to paid. I've sent a couple of emails
to Bricklink but haven't heard back. the buyer is a brand new account and
I've not had this problem before so guessing it might be to do with how his
account was set-up but there's a bit of a language barrier so I can't
really communicate clearly the problem or things to try. Any ideas what I should
do? Or what the problem might be?

The buyer needs to pay Onsite so that VAT can be collected and remitted by BrickLink
and my guess is they didn't. You should refund the buyer through PayPal and
ask them to use the Pay button.

You'll have to refund via PayPal and then ask the buyer to pay via onsite
so the tax is collected correctly.

As the other mentioned they paid with “PayPal” instead of “PayPal (Onsite)”.
It may be best to remove “PayPal” (the offsite version) from you payment options
as it can only confuse buyers and provides no additional advantages
