have to persevere with this seller's unwarranted attack and accept the NPB?
What do I have to do?

If you paid and the seller refused payment, then show BL proof of payment. Especially
if they really are demanding 17000 Eur for a ~140 Eur order.

Yeah, seller demand around 17000 eur for a 136.42 eur order.
And Yes, there are 8 proofs of payment and full refunds.
And seller select option for full refund reason like this

"Buyer and Seller agreed to cancel order".

And then demand again 17000eur with NPB.

Sincerely, while additionnal fees of 16K€ is certainly plain wrong, but I also
don't understand why you actively participated in this crappy deal.

Hey friend relax. Seller kept refunding me because his purpose was to get
me an NPB penalty.

There's nothing reasonnable I can comprehend in this "deal".

I imagine the seller either couldn't or wouldn't fulfill the order, either
missing stock or something to do with the buyer. We obviously don’t know why.
So the seller refunds but doesn't cancel the order, and the buyer pays again
each time he is refunded. And again and again. All the time generating more paypal
fees for the seller. So the seller adds a huge fee to the invoice to stop the
buyer paying again.

It looks like it was onsite, as the buyer posted a log with the refunds and that
is formatted as it appears for onsite payments.

  Many people wonder why I paid for it repeatedly, this is common sense to me.
But I just didn't know how...

Did the seller contact you at any stage to say that they cannot fulfil this order
(lack of stock, shipping problems or cost, etc), and so are refunding you?

First time, I asked him to delete part of the order three times, he was very
angry with me and he said that he had a hard time to print the invoice three
times.

I just don't think it's something to be so upset about with some deletion
of like 3 euros.

After that, the seller forced me to pay 10.49 euros more, because it was hard
to print the invoice 3 times.

I made an ocr request because I couldn't accept the seller's unfair charge
demand, but the seller kept refusing my OCR.

So, I paid everything including 10.49 euros first, and then I filed a case with
PayPal and got a refund of 10.49 euros.

And Then I asked the seller to send my order.
And seller full refunded me for no reason.


After that the seller's craziness has begun.
Repeated increases amount, and refund again and over again.

It is not common sense to ask for a PayPal fee of around 16300 euros for 103.84
euros.

That's all.

I only see you side of the story but I think you and the seller are doing something
completely wrong.
Besides me saying the seller could have cancelled part of the order and shouldn’t
send a strange invoice with a really high amount of money I also get a feeling
of being annoyed by you.

Whether it is a language barrier or you being a bit weird I do not know.

Did you ask him 3 times for 3 partially order chances in 3 steps or 3 times for
1 change? If the first one is the answer I do understand the sellers being slightly
upset if he had to print the order several times due to your 3 different orders
changes.
Also you mention ‘I paid everything first and then filed a case with Paypal’,
the way you write it looks like you did all in a split of a second.
You started a case for a refund and also asked the seller to ship your order.

It is difficult to takes sides in such a matter because your forumposts are erratic
(is that the right word?), confusing and one sided.

I can see you bombarding the seller as much as you do the forum and this can
be too much to handle.
