What kind of forms do I have to fill in so the costums in the USA know that the
Tax is paid. Is the form of Postnl enough?
I can't download a VAT-receipt (or Tax-receipt) or something like that.
Sometimes that option is at the view order page.
Or is that hidden somewhere on this site?
I keep reading on this forum that persons must return the goods if the seller
did it wrong, but I cant find exactly how the seller must do it.

Also, US Sales taxes (what BrickLink collects from US buyers) are local taxes,
not federal, so US customs don’t care about them.

So if the value is low (under $800 USD or $1200?!), there won't be any duties
for the buyer in the USA. Sales tax depends on the province and it is collected
by BL. No need to worry about that.
You still need to fill out CN23 or CN22 and declare the total value of items
sold (excluding shipping costs and sales taxes) and describe it something like
"Lego plastic toys".

level on toys (unless maybe you're shipping from NK or Cuba). Just make sure
to fill out the customs form and use the correct harmonization code (9503.xx.xx).

You don't have to do anything, there are no taxes or duties at the national
level on toys (unless maybe you're shipping from NK or Cuba).
Totally wrong. There is a threshold. My buyer ordered set 6399, whose value was
about $1000-12000 and he had to pay duties too.
And at the time, I was not in NK or Cuba: right here in Canada.
Just make sure
to fill out the customs form and use the correct harmonization code (9503.xx.xx).

I can't explain that but you can search the web site of the US International
Trade Commission and see for yourself that he should not have had to pay duties
- the rate on items falling under 9503 is 0%.
There might be a merchandise processing fee (but Canada is exempt from MPF),
or a harbor maintenance fee for something transported via ship, but that's
not a duty per se.
Re: the below, the only countries in Column 2 at the moment are Cuba, North Korea,
Russia, and Belarus.
