You can't do this automatically AFAIK.
As you can see, you can charge a fee if the AVERAGE price per lot is lesser than...,
but not the total.
Alternatively there may solutions for fees, for example, for less than 5€ order,
add a 1€ flat fee either as fees or directly in the shipping price.

Sure - but really low orders are a problem when you've no minimum.
Say updating prices to make a total 0.35€ for 10% (!) makes 0.39€ which is still
probably not worth working for as is.
Personally I understand this, and a 1€ fee for order lesser than 5€ - I'd
gladly pay this!
But I don't like minimum orders, like having to buy 2 Minifigures to get
a single Technic part, it can be stupid

What Can i do?
Either:
* Invoice a fee for orders of less than 10€ for example?
* Set a minimum order total, example: 10€
* Invoice a fee if the average lot is less than...
* Or consider the same buyer will come back one day with a much larger order,
and then it's an investment to make a faithful buyer (so, no fee)?
Or consider another income.
Apart if selling rare Sets and Minifigues, it's here a difficult way to make
money.

You could set all lots to be a minimum of 50c. If the item is 5c, sell them in
batches of 10. If 25c, sell them in batches of 2. If you don't have enough
stock to reach 50c, don't sell them.
