as instructed and waiting for reply.

Hard to say without being able to see your terms, but it could be stuff like
- asking people to pay via PayPal Friends & Family
- saying you accept payments from Venmo, Zelle, Bitcoin, whatever
- advertising competing sites (check out my eBay!)

Plenty. It's a common occurance. Iow, don't feel selectively persecuted
in addition to whatever else you might be feeling about this happening to you.
On what occasion this could happen?
There are several causes the catch-all phrase “Preventative action” covers.
It’s gotta be frustration, the vagueness of the reason given for a store owner.
Though as it’s an outward facing page, I can see the Admin wanting to justly
avoid public accusation until certain of the cause. But if you've not been
contacted privately concerning this, maybe it is simply an easy to use “catch-all”
term after all

“Preventive Action” = you done did what you should have know not to, and since
you don't know what you don't know we ain't gonna to tell you...
Its like this when you get pulled over by law enforcement, "you know why
I've pulled you over?".
