is not "necessary to build all the models in the instructions" As always,
if your used set listing differs from the actual Bricklink inventory, you should
note it in the description.
Complete - Set contains all parts necessary to build all of the models (including
alternate models) in the instructions but does not have to contain the original
box/packaging and/or extra parts.

a wrongly-placed 1x2 plate), to remove a part that's in the wrong spot.

No, unless it's part of the model. Be that as it may, I always include one
because I have too many of them. In your case I would list the set as complete
with a note that an orange instead of Dark Turquoise brick separator is included.
