the same country 1 seller will have shipping starting at under $10 but then others

and they are missing out on many sales

Tonight I made several carts because I kept stumbling upon stores with $20+ s+h
for a 19g $14 lettermail order. Only had 9 lots, no lot min listed, met min buy.
I know OS lettermail in Canada is $2.04, and even small flat rate is 17.84. Finally
found one store that would do $3.00.

There's one store in Estonia who has very cheap parts but going to checkout
results in a nasty surprise. I don't necessarily think it's all stores,
but I have noticed some stores having shipping expenses way too high.

As I clearly demonstrated (or so I thought) it's been a rub for awhile,
this is just today's example that brought me to the forum. Further and as
I stated: now that I've expressed it, don't have to give it another thought.
In other words, it's just advise, take it or not.

from one store in one country to match those from a different store in different

Well, that might explain it, if international shipping from Norway is cheaper
than international shipping from the Netherlands or the European Union.
When I order something from California, I expect the shipping cost to be higher
than when I order the same item from a seller in the Midwest.

shipping from the U.S. to Europe, EU or not.

Frankly if this example is 37€ for 2.7 grams, then it's simply "a flat
rate" (maybe up to 5 kg, then it's very interesting), or rip off or a
bad shop.
You can't really compare this to anything else, IMHO.

The same from here to you would cost maybe €3.
Which is why since maybe 5 years ago I can't / rarely buy in US; prices have
gone crazy sincerely.
I remember when we starting selling internationally our sales to other countries
made up about 30% of our business. Then shipping prices overseas just started
to go up QUICK. Now we get maybe 1 or 2 orders out of every 100 from out of country,
so from 30% to 2%. THAT STINKS!!
Or have free shipping and hemorrage all the money, but get all the sales?! Each
their own? Why are you so worried about others business?
Indeed, I've been keeping my shipping rates low to attract buyers, but it
seems USPS has raised their rates recently, so I may be forced to raise mine
to make up for the difference, lest I find myself in the red.
I suppose I could also raise my prices or set a minimum purchase.
I had someone for the last two weeks everyday, telling me how to run my business
via email and bricklink message, to say the least it got really old really fast.

Could it be because one seller is based in Norway and the other is based in the
Netherlands?
Different postal systems with different shipping rates.
And I will, hence the loss of sales for the store I initially went to purchase
from, with broken shipping method/rates settings.

could simply order the same items from within the United States?
Unless, of course, they were rare items only available in Europe, but then sellers
can get away with charging more for shipping because the supply is limited.

price jumps so you can maximise the number of parts for a given shipping band.

In that case, it's the old least favourite and ignore them forever unless
they have items that others don't have. There are so many sellers these days,
I don't see the point in questioning high fees or prices.
