I'm getting this error from a store: "Seller does not support orders
shipping to Utah."

I messaged the seller and they don't understand why I'm getting the error.
I can see under Payment Policy that the store doesn't offer Onsite payment
and would offer them a link to fix the problem, but... on this page, the "My
Accepted Payment Methods page" link is dead: https://www.bricklink.com/help.asp?helpID=18

Is it just on this page? https://www.bricklink.com/v2/mystore/payments.page

I don't see where I can enable onsite on that page, but then again, my store
is closed 😅

For me, the link in the help page (correctly) redirects to the one you give below.

You first need to connect to PayPal for Marketplace.  Then, well, I don’t know
because I never did it but I think you have to associate/authorize the payment
method in your shipping methods.

Interesting. I get a link to a different page ( https://www.bricklink.com/pref_payment_method.asp
).

And I get a 404 when I go to that page.

Yes, that’s the link in the help page but…

… it automatically redirects to https://www.bricklink.com/v2/mystore/payments.page
for me.

Weird that you get a 404 🤔

Ah, I see.

Also, in reading that help page part in that screenshot, I see that I'm not
seeing the option to enable onsite since my store was opened after 2015 😅

What???
Now I'm lost, there's no min or max date of anything about using on site
payment, AFAIK.

Yes, there’s: stores opened pre-mid-2017 have more options, stores opened after
that date can only have PayPal Onsite and Stripe and have to ask to have IBAN
(or PayPal offsite) enabled.

Sorry, there’s two dates:
— November 18, 2015: Onsite is activated by default.
— June 8, 2017: you have only PP Onsite & Stripe.

I know, but that doesn't correspond to what OP says: "I'm not seeing
the option to enable onsite", because that is ALWAYS possible.

I don't see any option to turn it on (in addition to offsite paypal) or
anything like that (point being, I don't think I see what the seller sees,
so it's moot for me to send screenshots on precisely how to fix the problem):

What you’re seeing is when you’re already connected to PayPal for Marketplaces…
and that’s the other name for PayPal Onsite

This is what you see when you became a seller post-2015/post-2017 and are not
yet connected and you haven’t asked to have offsite methods:

That IS PayPal on site you're showing.

"I don't see any option to turn it on (in addition to offsite paypal)"

The point is that I cannot replicate the screen the seller is seeing.

Yeah, we’d need screenshots from a pre-2015 seller that does not yet have Onsite….

I mean, there must be some button to activate it; the seller just can
have a look at his page

This is not at all the first time I've run into the issue. I recommend a
help page devoted to fully explain the "Seller does not support orders shipping
to... " problem. Maybe the text for that on checkout could link to that
very page.

Sometimes I avoid stores when that pops up. Last year, there were some extremely
rare parts (not available anywhere else nor have they been since) and I messaged
the seller multiple times and got no response. After some weeks, out of desperation
(I really wanted those parts) I changed my address to Germany and had
them shipped to someone else. Thankfully, I actually ended up getting the parts.

Sure!

But nobody searches or reads the Help pages.

See how many threads are in Forum about subjects which have already the sufficiant
reply in help?

Here's one from my BrickStore test account, registered 2010, no on-site:

Wow, nice, thanks!
I've an old account, but buyer only.

Thanks, saved for future use

So that means the interface is the same¹: it’s not written “Onsite” anywhere
🙄

¹ Except for all the offsite options at the bottom.

Agreed, I can't find an Help page showing both PayPal Marketplaces and "onsite"
or such.

Again, AI would be better at this game.

Well, at the top it’s written “two types: Onsite and Offsite” but then
you have three sections: PayPal, Credit/Debit and Offsite.
Confusing.

You seem very hooked on that thing.  Don’t get your hopes too high.  (Trust me,
I’m a doctor, in (distributed)AI.)

The point is that I cannot replicate the screen the seller is seeing.

You can't because yours is ALREADY turned it on.

I'm aware now.

Surely you can understand that I was not previously aware that older accounts
might default to offsite only and at some point, I thought I should be able to
go into my settings and maybe see what the seller was seeing. That is to say,
I thought that there might be a checkbox or something and didn't realize
that a person could accept Paypal and not see what I see.

  Weird that you get a 404 🤔

Didn't check, maybe it's in script, does OP have a Noscript or such add
on enabled?

I don't use noscript in chrome, but I tried disabling AdBlock and it didn't
change it from going to the bricklink 404 page.

Chrome is the Evil itself.
Just use - or try, the same thing on another browser?

It’s a simple A tag, on the same site (href="/blah…".

Same problem in Edge.

I'm getting this error from a store: "Seller does not support orders
shipping to Utah."

So you're the BUYER?

I messaged the seller and they don't understand why I'm getting the error.

Because the SELLER must have a payment on site in order to collect Sales Taxes.

I don't see where I can enable onsite on that page, but then again, my store
is closed

You're the BUYER, not the seller, so it's not related with your shop.

I understood it as “I’m trying to help them but I actually can’t do it myself.”

I know it's not related to my store settings. I was poking around my store
settings to see where to enable it.
