I'm getting this error from a store: "Seller does not support orders
shipping to Utah."
I messaged the seller and they don't understand why I'm getting the error.
I can see under Payment Policy that the store doesn't offer Onsite payment
and would offer them a link to fix the problem, but... on this page, the "My
Accepted Payment Methods page" link is dead: https://www.bricklink.com/help.asp?helpID=18

For me, the link in the help page (correctly) redirects to the one you give below.
I don't see where I can enable onsite on that page, but then again, my store
is closed 😅
You first need to connect to PayPal for Marketplace. Then, well, I don’t know
because I never did it but I think you have to associate/authorize the payment
method in your shipping methods.
Also, in reading that help page part in that screenshot, I see that I'm not
seeing the option to enable onsite since my store was opened after 2015 😅

payment, AFAIK.
Yes, there’s: stores opened pre-mid-2017 have more options, stores opened after
that date can only have PayPal Onsite and Stripe and have to ask to have IBAN
(or PayPal offsite) enabled.
Also, in reading that help page part in that screenshot, I see that I'm not
seeing the option to enable onsite since my store was opened after 2015 😅

Sorry, there’s two dates:
— November 18, 2015: Onsite is activated by default.
— June 8, 2017: you have only PP Onsite & Stripe.

I know, but that doesn't correspond to what OP says: "I'm not seeing
the option to enable onsite", because that is ALWAYS possible.

rare parts (not available anywhere else nor have they been since) and I messaged
the seller multiple times and got no response. After some weeks, out of desperation
(I really wanted those parts) I changed my address to Germany and had
them shipped to someone else. Thankfully, I actually ended up getting the parts.

Did it in November… can’t remember why exactly, but there was no render lying
around, so I must not have used it at the time

The point is that I cannot replicate the screen the seller is seeing.
You can't because yours is ALREADY turned it on.
I'm aware now.
Surely you can understand that I was not previously aware that older accounts
might default to offsite only and at some point, I thought I should be able to
go into my settings and maybe see what the seller was seeing. That is to say,
I thought that there might be a checkbox or something and didn't realize
that a person could accept Paypal and not see what I see.
