| I have a buyer from Korea interested in a small set (not too rare), and he wanted
to see pictures. In the middle of this, another member just went ahead and purchased
the set.
What is fair? Who should get the set?

The one who bought it. If the other buyer really wanted it they could have placed
an order but now you are in a legally binding contract with the other buyer which
you have to fulfill over a causal buyer who likely wouldn’t not buy it even after
getting pictures

Most buyers who ask for photos are time wasters who don't buy.

Definitely the one that bought it. The one wanting pictures would probably be
a PITA anyway.

The person who bought it.
If it's any consolation, most BL users who ask for pictures don't ultimately
buy anyway.

Really it doesn’t make a difference who bought it. You still would have got the
same price for it.
