It has a very tiny neck hole, so if it is lego presumably it is from a minidoll
rather than minifig. But I don't recognize it.

Basically, the "Cloth", "Foam", "Paper", and "Plastic"
categories have a higher "weight" when it comes to how things on BrickLink
are classified in the System categories. If it fits in one of those categories
first, it should be in that category. In other words, most people would likely
look for this part in the "Cloth" category before anything else and,
thus, it should be there.

measured it. I feel like Body Wear and Headgear Accessory ought to be combined
