Customer card declined via Paypal, he is asking for another invoice and he will
use another card via Paypal? Confirmed Paypal canceled, and there is an exclamation
point next to "paid" on BL. How do I re-invoice this customer? Any
help appreciated.

have you tried manually setting the payment status to none? (not sure if its
possible with onsite payments)

Send them an invoice directly from PayPal.

If they do that, how will the taxes be collected and remitted?
