Yep, there are clearly four plates shown in the last image. So this request can't
be accepted.
(Not to mention this inventory was confirmed based on a sealed set back in 2009.)

In the instructions that I have, there's only 2 blue plates.
The step 7 only have two.

And a lot of set images also only show two.

Maybe there were two versions of this set.

Forum tip: cut the left and right borders on your pic and it will look better.

The forum reduces the images to a width of 640 pixels.  It doesn’t touch the
height (except by reducing it to keep the same ratio of course).
