This white cape is included as a part of the figure itself. I have opened 5 package with this figure and none of thoose had an extra cape.
I think that we should make a decision here based on whichever version is more
common; mistakes (missing pieces, for instance) happen, but they are not documented
in inventories. If more copies of this set have a single cape, then the ones
with two must just be aberrations and not worth referencing in the inventory.

Although as randyf mentioned extras are extras and not in any way a guarantee
that they are included. But for fabric like this I must wonder if since it’s
such a small and light part it it’s a common packing mistake as I know on multiple
occasions with cmfs I’ve received multiple fabric pieces instead of just the
one that was supposed to be included instead of an extra

Capes also stick together, so more than the intended number can end up in the
packaging (this actually happened to me with a seller here!).
The key IMO is whether this packing mistake is common or rare; common warrants
an inclusion in the inventory, while rare does not.

Instead of keeping this collar as an extra part, I have decided to remove it
to prevent further change requests concerning it.
In its place, I have added a note to the inventory that some sets may contain
an extra collar.

Instead of keeping this collar as an extra part, I have decided to remove it
to prevent further change requests concerning it.
In its place, I have added a note to the inventory that some sets may contain
an extra collar.

I have opened quite a few of the Collectible Minifig sets from Series 23, 24,
The Muppets, and Disney 100, and when I was getting lots of them it was completely
random as to extras that might appear in a bag.
It was completely random as to whether one would get 2 or 3 extra items. Other
examples exist for similar small parts in other Collectible Minifig series.
I don't know if it would be a lot of work to find and change all possible
"extra" listings that have already been added, but it's certainly
not a high priority change. It would be best to change them as they are found
and submitted.

I guess they add small and light items (in regular Sets also) because it's
difficult to detect an error due to the weight dispersion of the parts and the
tolerance of the scale.
And also because people will lose them and ask for LEGO to ship those back; which
costs 100x the cost of this small part.
So they decide to add 1.
But how do the machines are sure they add 1, sometimes they add 2 or 3... just
because of the above problems, they can't be sure to add exactly 1
