Gotta ask the experts!!
Are these Chrome Silver arms completely Silver or is the part that goes into/attaches
it to the torso white or a different color?

often chromed parts (if not always for chrome) are painted over other colours
and some are "painted" after assembly so yes the parts that are covered
by other parts don't always get chromed and are just a base colour like tan

That looks right, these are coated with the arms slightly forwards which creates
the 'shadow'. There is a similar lack of silver on the torso part due
to the arm being in the way when they coat the assembly.
