Sounds like its just going to a shipping forwarding address. I wouldn't be
to concerned. I've shipped to and had shipped many packages thru several
shipping forwarding companies without issue. as for 0 feedback we all have to
start somewhere .

The phonenumber was found on whitepages.com and the owner's name doesn't
match the other two names at all.

I received the money already to my Paypal account but I know Paypal is quick
to ask the seller to reimburse if there was fraud.
I would not worry about an order of 200-300$. You need to ship to the address
that appears on the bricklink order's page which should be similar to the
address that appear on the PayPal transaction page (if he paid via PayPal onsite)
If the tracking shows "delivered", you will be safe.
Save a copy of the shipping label in your PC/Laptop for evidence.
If the order is above (I think ) $850 USD , you need to include signature with
shipping to follow PayPal's rules.

Sadly, I have had few problems with buyers that have many feedbacks. (not scam
though) So zero feedback does not mean "trouble".
Make sure what you ship is what he orders and that if you make a mistake, you
can shipping missing parts,...

The thing you must do in my opinion is that you ship the order fully insured.
Then you have proof of shipment and the customer needs to sign when he receives
the parcel (so you have proof of delivery too).
Bring up all of that sketchy info to the buyer to see if they have an explanation.
That's what I do when names don't match. Sometimes they have a legit
reason, sometimes not.
Buyer could be sending it to a freight forwarder. Alot of these are located in
Florida and Oregon. Freight forwarders combine a buyer's purchases into one
larger shipment to save shipping costs.
Whitepages.com can be an outdated resource. Have you asked the buyer about all
of this?
Note that if you cancel the order PayPal will not refund you its fees and you
may get negative feedback, especially if yu don't give the buyer a good reason
for cancelling beforehand.
